Why do so many titles have no content? Why is this allowed?

One of the most frustrating things about MangaDex is the vast amount of titles that don't have any content. It seems that scanlators simply put it here to 'save a vacancy' or even 'have numbers' but it's just a feeling of being cheated.

Honestly, I believe that mangadex staff should allow posting of new projects with at least one chapter released. Putting on manga cover without simply having any content (and there are many that stay that way forever) is very easy.

Do you have a language filter?
Also, cataloguing titles is always a good thing regardless of the presence of chapters.

Are you sure there isn't anything uploaded to a title? Most of the time people run into this its because of their language filter settings are filtering out translated chapters that do exist.

What? Scanlation groups (or individuals) do not own title pages. So there is no claiming/calling dibs/"save a vacancy"/"have number" to begin with.

I disagree with that. If anything having a title page increases the chance that some group will discover it and choose to pick it up. Sure its kind of disappointing to find a title that seems interesting with no chapters, but it will never get translated chapters if its existence is not known.
Also adding titles is meant to be easy as this is a community site, driven by community contributions.

Could we get a section for translators of works that have been in hiatus for a while, or some new work that doesn't have uploads for selected language?

Those are already things you can filter for via advance search
