It's funny now the king can say "Happiness at the expense of someone's life is nothing but mere misery", intending the message to be directed towards Aquarea - yet the further this story progresses, the more this message rings true for Asha.

What might be taken as worse is that everyone's concerns, even Asha's, is directed towards Aquarea, for good or for ill. Granted, considering that Aquarea is literally the lifeline of all the citizens of this busy town (which, let's face it, is a horrible idea to begin with), I understand the necessity, but the irony still exists that for everyone to remain in status quo, either Aquarea or Asha must sacrifice their effective life.
