This chapter gave us a ton of important information; more than any previous chapter, I would even say.
First, Gheer's line about "conventional" wands implies wand modification, or otherwise being able to alter the wand's appearance. This is huge news for the power system. I also wonder if we should look for any differences between Nona/Miramira and Lancia's wands, since we know their magic skill are on different levels.
Also, Raloud's necklace is confirmed to be a magic tool. Remember the magic circle we saw in chapter 1 which found Nona and Lancia as they were flying over the middle of nowhere? That had a compass motif too. Perhaps both are the remnants of a mage who had location magic but was captured by the Bureau and used for a magic tool? How does Raloud relate to them?
Belator is confirmed to be a "washed-up" Bureau officer. He is now a potential protective mentor figure: he saved Nona and Miramira with a shovel even after hearing they were mages! This is great news for Nona and Miramira; more importantly, it means my trust issues are finally resolved.
Lastly, I love the moment between Nona and Miramira. Nona learns again that having good intentions doesn't mean she should always butt in to situations. Miramira, on the other hand, realizes that Nona is very much aware of the consequences of her actions. Although I think the reason why Nona has such a strong sense of duty was always clear, I think having it be explicitly explained was a good idea. It characterizes her as not just someone who feels determined to help others out of a blindness to consequences, but in spite of them.
