It was him pushing up to the line to see if she pushed him away or not. He was worried if he made his intentions known too early she might leave before she was prepared to be self-sufficient, so his behavior winds up looking scummy to us since he's acting in a dishonest way, but I think he never really crossed the line except for maybe with the gaslighting his way into a hug thing.
