Translation error, though I don't blame them. "Navar" should be Neighbor, of course if you've seen the anime or later translations this is probably obvious. Though the spelling used is in the Raws is "ネイバ" or "NEIBA". If it was actually "NEIVA" it would be spelt "ネイヴァ"! Small note, sure, but interesting when you can see how deep and difficult translation can be at times!
