@updog1 It was his retaliation - he wanted to be the first one to defeat Medusa, but he underestimated the MC and got fatally wounded, so to not let the MC kill Medusa too, he broke his shield

@updog1 What's not to get? Ma Tae-Gang figured that the MC needed to use the shield to defeat Medusa, since he used it to defeat the Weeping Angel, so he destroyed the shield thinking that it would be a set back to the MC, thus creating a race to regain the shield and return back to Medusa to defeat her. Ma Tae-Gang believed that he would win that race. Obviously, the MC had the shield as more of a failsafe for victory and so Ma Tae-Gang's actions were ultimately rendered useless, even though they were logical.

If he has a super endgame weapon with 900 attack power, and all the other weapons he looted that didn't even exceed 100 were top tier beyond everyone's imagination, why isn't he 1-shotting players at this point?

Well his super end game item is a "chip damage item" that deals a stacking DoT but has the damage of a B/B+ rank weapon, definitely not something that could one shot C+ rank players
