Ryoma has taken troops and gone south of the stronghold to burn down villages and drive the villagers north to eat up Count Salzberg's resources. Since the bulk of the troops of the 10 families are currently at the stronghold, they'll have to either let the villages get burnt or split their forces. Either way, Ryoma can turn that into an advantage.
