Just because you have fantasies about something doesn't mean you are always up for it. Sure the MC has femdom fantasies but that doesn't mean he wants to be raped 24/7. He and her didn't have THAT type of relationship yet. It has nothing to do with "hunur". It is more about consent and context. You could call him a herbivore if he was the one initiating and or escalating the interactions for him to then stop at sex. However, he at every step tried to slow things down, not because he is scared of sex but because Yachiru was viewing this as a non-romantic thing. A "he's doing this to help me so I will do my best sexually to see how I change" sort of deal. While Seiichiru wants more romantic feelings in his sexual interactions. Seiich isn't a herb because he denies Yachi sex.

What is a herbivore to you? A herbivore to me is someone who is passive and accepts the customs of the world because they are the customs of the world. If Seiichi really was a herbivore, he wouldn't have been as openly upset. He would have buried those emotions down and then never expressed his feelings on the matter until much later.
