Why can't Inukai be the one to take the spotlight since she has every reason to be here, instead of being a background character who reacts to those two?

I'm weirdly fine with that, because even though I wish Inukai got more time to shine, most of the first years weren't all that interesting on their own. Putting it bluntly, besides Inukai's dyanmic with Saotome and Hanako and the Usagi's comic relief moments, they weren't bringing in enough to justify their presence in the main romantic conflict.And I think it was just two chapters ago I was saying the author had forgotten about Ootori after obviously setting her up as another important character.
But after how unceremoniously the first years left consideration, I don't think she'll become a contender.

First, because it's full of fun shenanigans and hot girls. Second, because I personally find the character dynamics very interesting and I like the constant dynamic interactions we are getting. The series actually has pretty interesting character progression, it's just that it's not the romantic progression.I've commented this before and I pretty much have dropped this manga but I do want to ask those still reading, why?
From what I can see based on skimming random chapters after the first 25 or so chapters the manga pretty much has not developed in any meaningful way whatsoever except for adding new girls whom we know will eventually lose to main FMC ( which will still only be via ambiguous ending)
