The second he stops being afraid of romance, he is just gonna pick Kuzuhana and end the story right then and there.

It's more profitable for the author to delay that as much as possible and keep acting like anyone else stands a chance. I'd be surprised if we get any sort of build-up towards an endgame. It's more likely that they will keep doing episodic stuff until their editor gets fed up, and then they will wrap everything up in like 4 chapters.
