virgo was level 1000 from the start, she was a boss that Lufasu recruited. the others just levels up alongside Lufasu so they can only go up to 800 since Lufasu's Tamer job is only level 800. the old Lufasu in this other world broke the level limit making it so everyone can go above their level cap

the 12 stars were boss and unique monsters that got 'tamed' by lufasu. due to limitation imposed by the pet system from where the world based off (the mmo game), the pets are hit with a lv limit of 800 which is the trope of deadly boss monsters turned into toothless pets for the players to parade.

the new virgo, the granddaughter is not considered as a lufasu's pet but instead a party member, therefore she is not hit with the lvl limit of 800, allowing her to fully reach max lv of 1000 (which the goddess and lufasu can break this lv ceiling with a skill called Limit Break ala FF9's Trance or Dragon Ball's Super Saiyan).

reminds me of another isekai where the mc was a carpenter or something and his main weapon was logs that he received from some dryad. he used those logs as stakes as he wipe out vampire kind in that manga

Stats wise the trash the quest giver gave was actually way stronger than what she have lmao.

More specifically, they have a limit of 4x the tamer level of the person taming them. Under normal circumstances, class levels max out at 200, so anything tamed by Lufasu can't exceed 800. When Lufasu breaks the 1000 total level cap, she also breaks the 200 class level cap and the Heavenly Stars immediately go back to level 1000 as seen when they fought Leo, but there's no way for them to ask her to do that if she's not in the vicinity, and she doesn't get any alerts about them being in fights..
