I don't particularly think that it's a retcon, per se, though, since she says in the next bubble "that kinda thing can happen". IMO, that implies that it's not always like that.

Assuming a correct translation, I don't see her trying to be considerate right there. The manga explicitly shows her realising in the next panel that she should probably be more considerate (the part that you said about apologising), and given how her character has been portrayed throughout the series, I see this as pretty possible that it literally just slipped her mind.
The guy you're talking about in the end wasn't Akkun IIRC, it's the person who fell in love with Nazuna's mother (unless you're talking about another scene).
