I'm intrigued by Japanese, particular girls comics writer; fascination with Marie Antoinette. Maybe it's Rose of Versailles that imprinted the image that she's a tragic victim in the age of strife, though she was just a typical royalty of the time. The influence is both ironic and staggering. Rose of Versailles during its time of publishing was popular due to the "main" duo resembled a "homosexual" relationship, and while Marie was largely depicted as a victim of fate, the author was a member of the left leaning movement thus depicted a lot of the injustice during the time.
As time went on, it all flipped. Marie now became a "shoujo comic" icon. It's not a coincidence that all the copy pasted reincarnation stories are about "victim aristocrat", being arranged to marry to foreign stud. The poor people are now deranged, violent mobs who are put down by brave aristocrats who know better than them. Ladies want to see themselves as Marie. This resembles the French royalty faction who often depicted her as a saintly figure, killed by the unruly mob.
This is to say, I think they missed out on more "fun" aristocratic figures. One that's often depicted as a monster, except for Catholics - though for the wrong reason; is Mary I. Need a strong female figure that's both tragic, complex, cruel, decisive and impactful? There's the heroine. Another one that can play the role of the "tragic victim", is Sissi; empress Elisabeth of Austria. Tragic all in aspects: marriage, life, family, children, legacy, political and even in death; in term of victim of tragedy I think she should take the stage. After all she has become very popular with a subset of feminists. My guess is, flawed female figures are not going to interest authors and readers as much as, well; being an "innocent" victim of fate.
