I was thinking it’s more likely the hero would start to lose and Van would sweep in to save him as he wants to savor his revenge against him and not get it stolen by someone else

the point of this plan is for Van to take over her shelter so he can ambush her once she retreats. Also, that hero is one of the guys responsible for his mother's death, he want's him dead and then some.
