That one is not rocket fairing. It is a guidance, navigation and control unit for aircraft (but look more like missile GNC) but I have no idea why it translated to pilotage. Those boxes are power and wires outlet or a part of casing use to attach to the airframe. But because this is a weekly manga it being drawn simply as a box to save time.
