im confused at the license plate game. i get that they were just reading the numbers, but were they speaking weirdly or something in the raws?

I think they were trying to say them in a way that made it sound like a sentence.
8719 -> ate seven, won nine. I ate seven of something, and I won nine something for it.
4964 -> for nine sicks? Four. You want nine sicks? That'll be four dollars.

I think I still have my rock collection from at least 13 yrs ago around somewhere...

Also the best car game is coming up with a word for each letter on the plate to make the most outlandish phrase or item, though that probably wouldn't work for Japanese plates
