Oh, yeah it's probably that. Gungrave isn't an idiot and he would be aware that Tebis is abusing her power to put them in a position where they don't have the money to resupply and are forced to "trade" Shuri for them... as though he or Gungrave would ever agree to anything like that. She and Gungrave are aware that Shuri is the reason why the mercenary corp is as successful as it is. Though Tebis also seems to not have realized a critical detail, Shuri is actually surprisingly stubborn and will 100% refuse to cook ever again if she tries to force him into a gilded cage that he doesn't want to be in to begin with
