The only thing I don't like about the authors writing is its not considering real life possibilities.

Tanya has just revealed to Zettour that the Empire will be locked in endless wars, using the federation as a example. The federation is fighting out of instinct like a scared animal launching a preemptive war.

In real life I can think of at least 2 ways to get out of this situation.

1. Continue the war with the federation, while heavily increasing research in intelligence and spy tactics. Then when the moment is right, launch a civil war in the federation and effectively establish a puppet state, with a leader more agreeable to the Empire, whether secretly or openly doesn't matter the federation people are likely tired after their previous serfdom, then the communist revolution, and now war. Thus the Empire gets a big friend that it can leverage for more warpower or peace talks.

2. Starting now rectifying with Unified states and the allied kingdom, turning foe to friend. And finding friends in other parts of the world. Must be top priority. The only way the tiger(federation) backs down from its survival instincts, is if it sees that the tiger it poked, suddenly became a dragon. Once they see no chance of winning, with the Empires new friends.

These alliances don't even have to be very solid, just simple treaties and non aggression pacts.

The World believes the Empire to be a devouring force that seeks to expand, but all it has to do is negotiate that every war began as defensive action. Then they must concede to not expand anymore than what it has rightfully earned. Which seems fine because a huge country the size of the UK, Europe, Eastern Europe, North Africa, and the Nordic Nations, has too many cultures and languages, and logistics issues to stably operate long term.
The United states has successfully run itself as a country being so big because most people came with a single goal, to make money with a fresh start and English as a base language with similar enough cultures to not cause friction.

Ah I get it now, so basically the Federation views their expansion as a defensive act - like what Oversimplified said:
Kind of like when you could kill your neighbor, because you knew eventually they would've tried to kill you first.
