It's from Freezing. To be more specific its from the Freezing season 2 dvd package from Japan. They offered an extra comic (or two) along with the DVD's. Unfortunately the North American licensed packages didn't get the same treatment.

@captain_crunch I think he canceled Rokka himself to fake out the other guy. If you look closely on page 12 - panel 1-2, only the claw-arm got destroyed, not the punch-arm.

Thanks for pointing it out. I saw the claw arm being broken and also assumed both had been hit, but that's not what the manga is really showing. Very clever.

Reminds me of the time he learned to use the Rokka-arm more effectively in his first fight against GCup. Fitting he'd do the same (fighting with his brains, not just with superpowers) in his last fight against them.
