The main argument and conflict is the use of a tool to measure people "value".

Main character object the premise, from a moral high ground.

Soon comes the revelation, the m.c, have a "hidden" skill that allows him to spy the hidden skills, and therefore evaluate those around him.

Basically the moral premise go to hell. Soo the only one whit a clear reason to measure others is the main character.

Don't know if is textbook hypocrite or just the dream of the oppressed becoming the oppressor (as P. Friede wrote).

It's actually a numbering error due to how the chapters were split/combined. There's no skipped chapters, so you're not missing anything.

If you go by what's written inside the chapters, chapter 2 has both chapter 2 (page 3) and 3 (page 13) combined. The beginning of chapter 4 seems a bit too abrupt, but I assume it's more akin to bad pacing and not a skipped chapter.

Is that the case though? A few sites with Japanese raws show that chapter 3 is in fact what we have here on MangaDex in the second half of the 2nd chapter. I can't link it because I believe there are rules against it here, but a quick internet search for "Youkoso Tsuihousha Guild chapter 3" shows that.
