What's been absent from her many, many, many, many nekkid encounters has been intent. A deliberate kiss is much more intimate to her than being undressed at a bit of distance or having accidental/incidental skinship. She has absolutely zero personal experience with the former, whereas she's built up at least a little immunity to the latter. (Plus, i tend to think she likes exposing herself to him. Certainly more than she'd admit even to herself.)
