Wow I tried watching this years ago and couldn't get passed the 1st arc cause of how boring and lifeless it was. This however is incredibly expressive and full of character. The art is fuckin funny too. Props to the scanlation team aswell, exchanges like the one on page 18 are flawless.

premise is kinda dumb.if so many people out there die sacrificing themselves for someone about to die,wouldn't they all be allowed to go through reincarnation?

The Hell officers know the little boy wouldn't die because they know the data provided by the company they work for, duh. For the second part of your 2nd question, the very first panel literally said "MC has a very bad personality". Why wouldn't they think Yuusuke wouldn't give his life to save another? As for your 1st question, there are two types of answers: 1.The meta one: because this guy is the protagonist and we can't just let him die and end the manga here 2.It is a test, because Yuusuke's action surprised their "estimated data". His life wasn't supposed to end at this point, so one can say that he defied fate by sacrificing himself over this little accident.
