Keeping in mind that though they are allocated these time slots only a few can absorb or do much in the waterfall within their given time as earlier shown (it becomes harder to absorb after the first run through). That being said, he's only complaining because this might mess up daddy schemes to overthrow the Prince family at the Years End competition.
You're doing all this to stop a guy who only recently unlocked his mandarins also should be noted they've "finished first in the past two years", so it's not like they needed it and time was allocated to the more the less successful faction with limited resources so were given extra time in the waterfall. But that's neither here or there just speculation.
