No, if the outside ambient temperature is, let's say, -15C, then snow lying around is also -15C, unless it's temporarily retaining heat or receiving it from somewhere (like the ground). Liquid water doesn't like to be under zero celcius, so it will try to turn solid (ice). Similarly liquid water doesn't want to be hotter than 100C, so it will turn into gas (steam). Analogously to ice, gaseous water can then be anything over 100C, up to the point where you give it so much energy the water molecules break up and the whole thing turns into plasma.
