it's not his goal, but he clearly states on page 6 that he would nullify their deaths along the way and it doesnt matter how many get killed in the process.

You're assuming the staff exists AND that it works AND that it doesn't have stipulations.

I would be very happy if the half elf became a serial killer; killing all of his half siblings on the assumption that he'll just resurrect them, and then wins only to discover that he can't for some reason.

You can't just throw in the fact that resurrection is possible and death is meaningless in your world setting because that opens a pandora's box of implications.

So logically there must be a prohibitive cost to it that prevents endless abuse of it and that cost ought to be known or at least obvious enough for the seeker of it to know it must exist so the expectation ought to be baked in that it's probably not worth using so don't even chase it to begin with.
