If they actually punish the party or officials for resorting to deportation, then they are doing things way wrong. Deportation in that scenario was absolutely the right thing to do, how the hell were anyone supposed to know that the dragon had appeared exactly at mc's place and mc was strong enough to save the day? If you assume that everytime a boss teleports and mc is in a dungeon, you are setting yourself up for disaster.
There are other reasons to punish that party, but it shouldn't be "reporting back about an emergency and suggesting a logical (and probably policy'd) course of action". Hell, even the actions that led to it teleporting in the first place shouldn't be punished, as from what I understand noone had ever seen a boss intentionally aim for the escape teleport before. And you definitely don't want parties to hesitate escaping in an emergency.
