Well, even in real life, trains and swords did coexist for a time.
The first large-scale railroads appeared in the 19th century, only about 2 decades after the first full-scale railway steam locomotive was built.
Both the American Civil War and the Bakumatsu occurred mid-19th century. Around this time, US light cavalry sabers were used and so did were the swords of the Shinsengumi.
As for how this would all fit into the setting of this world, we could say that a solid piece of metal with sharpened edges is more robust than say, a firearm with many tiny moving parts that require precise machining that if they were to be damaged even a little, the whole system may stop working...
