You are right, Vee made a mistake there, it should say Fumotoyu (ふもと湯 = Mountain Foot Hot spring/onsen). It'd be something like:
[半露天風呂
ふもと湯]
[Semi-open-air bath
Mountain Foot Onsen].

I guess that would definitely be frowned upon (the middle is supposedly reserved for the god/s).
It's probably a matter of awkward perspective, or it could be an honest mistake by the author.
In all the other panels, we can see Chika walking on one side of the stairs approaching the shrine...
