Is this a Japan thing? They really are going out of their to everything except the two things any self respecting organisations would do; give them a warning or two, and call the police if it still continues.

So, someone found a letter between the pages of an older book and, annoyed by it, moved it into another, random book? I guess that could happen if it was a person who doesn't want to deal with anything extra in their life, including talking to strangers (library staff) any more than necessary. However, it seems more plausible the dude still keeps visiting, inserting the letters into books on the shelves for a reason only he would understand. He doesn't need to borrow books for that.
Indeed, and they are only monitoring his movements thru his account so there's a blind spot the dude can use. It's very methodical if nobody outside the library have complained about it. Seriously, finding one will definitely make someone not bother alerting the library staff but finding two or more would have made someone complain about it.

We can go even deeper with the condition of the letter. If it was repeatedly moved around to different books, it should have suffered some wear and tear already but if it's not the case, then the dude is still going to library and planting letters and such. Sadly, I don't think we will need to go further than that when he already caught our boi's interest. :LOL:
Okay, wow, that actually makes sense. I went too far with my imagination and thought that he became an author and stuck an envelope in the book and sent it to the library. My imagination is too wild for its own good.

Some of the most down bad comments have been left on this chapter and it is very easy to see why the cliche of manga/anime fans scareing the females away is damn near true.... Jesus Christ y'all need some sun and healthy social interaction stat

I get that his actions are wrong, but I can't blame him. It's Imamura after all. She's cute.
The problem is he should be honest and tell her he would want to hang out and invite her somewhere outside of work as a date or friendly outing. But he instead got in the way of her work.

She didn't say no to him, when he was pestering her, but he should be aware there are kinds of people who are scared that they may anger strangers by ignoring them.

wtf, they should have called the police on that guy. Its harassment.
First they should inform him that he is crossing the line and tell him directly what he shouldn't be doing.
They didn't even warn him. It's their fault for allowing continued harassment. They resolved situation by making her change her station, which was cowardly move. Running away from the problem.

Also they should just open those letters, it's potential evidence of harassment. Rules are rules but don't be stupid about it.
(though i suspect those letters are him thanking for book reccomendations or something like this. It's adressed "Imamura-sama").

My guess with the foreshadowing on the last page, with the clue that he was told to not take up any more of her time... it's likely that he just put in letters while browsing in the library. Because they do mention that they do a precursory check when books are returned. Additionally, he isn't aware of her transfer to the archive department. There'd be a chance she'd come upon them when working the floor.

They said they haven't seen him, but it's likely that he changed his looks considering his original profile is a sort of haircut that covers his eyes. And the dialogue between the staff emphasized how he talked to her... from a writing perspective alone, the author is setting him up for some kind of change.
Another possible factor would be linked to his library account.
