@dopeboykx It become bully if the victim can't fight back, why? because to fight back the victim needs reasons, a purpose, if the victim can't find the reason why the bully must stop he/she will not fight back.
The pain in their body, mind, or even soul cloud their reasoning, and honestly not everyone can handle that pressure, especially at younger age.
