How the heck would any of them even know that? If that world has people (or other sufficiently intelligent creatures) living in more extreme latitudes, and the planet has a climate system even remotely based on what we know of science, there will naturally be ice magic users. But then again, maybe that planet only has continents in the tropical zone and no high mountain ranges, so nobody has any experience of ice. Who knows. But it's pretty haphazard to make such an assumption. Especially Ares shouldn't assume so, since he of all people would know these facts. So, before he's sure there are no inhabited places north or south that experience winter, he actually should assume he's not the only one in the world. He might be the only one in his home country.

a. MC is an illegitimate child of that another dude, and he is some kind of first in line prince

b. The boring “we promised our children to be wed (hello ms. Takahashi)” and he will take over my dojo… I mean the other dude kingdom

c. He was deemed a new brave hero, because of his unmeasurable power (read - cheat) and hence need to make these fancy monsters to go and explode at the age of 6 or something

d. His readings were so off-chart that they decided that sacrificing him would be the beat bet to get ice-cream in the country. Or to please gods of refrigerators. Or something.

Yes, that's why he behaves like a frog in a well, with a declaration like that: No other in his country apparently equals no other in the whole world. But then again, this is isekai. It wouldn't be beyond isekai "standards" that people living in a frigid country covered in snow for half a year, where water outdoors freezes into ice for half a year, the people still wouldn't comprehend that water magic could be used as ice magic. They would probably declare that water magic is useless for half a year because it will freeze outdoors. That would be verified standard isekai writing quality for sure.
