I think the last time they used missiles,they were already worried about the low inventory.This time, they gonna get bumrush with big ass bombers in numbers. Best would be the preemptive strike to succeed.

Even so, they still are limited in the number of surface to surface missiles they carry. Expend them now, and they're reduced to being nothing more than a fast patrol boat. When they come to later actions in the war (like Philippine Sea, 1944 AKA The Great Marianas Turkey Shoot), they'll be helpless to intervene other than to act as a radar/sonar picket. Then they become a target of all the American aircraft and submarines. Bum rush indeed.

@jrandom42 i really think you are underestimating the value of modern radars and sonars. As shown here, even a simple modern airship can totally outmatch the anti-air weaponry of the era, and as im sure you know, information is vital in war.
Even if they do run out of missiles, all the have to do is stay in the back and use their superior scouting sistems to stay a step ahead of the US navy, while using the imperial navy as a shield.
Granted, they really dont want to do that cause it would chance the wars outcome, but they still do it can if they need to.
Remember that Kadomatsu has always said that their first priority is to keep the mirai safe, and second is to save people, so if bad comes to worse, they will switch tactics to keep themselves alive.

Information is vital, but if you don't have the resources to act on the information you gather, you're helpless. When the Essex carriers and their escorts are deployed, the IJN's usefulness as a shield will be negated. There's no way that Japan can match the Americans when it comes to industrial output. Once production ramps up, a new Essex class carrier in 6-9 months, along with its air group joins the American Pacific Fleet. Can Japan match that? No way in hell. Once Mirai runs out of missiles, all she has is her sensors and her speed. However, she's fairly short ranged, compared to other ships of the era. So she's going have to be in port to refuel and resupply (the IJN has no knowledge or experience in underway replenishment). Once in port, she's a sitting duck, and the Americans can bum rush her with as many bombers and submarines as they see fit.
