Ironically, a zombie outbreak with an incubation period of like a minute seems dangerous, but there's no way it would turn into a zombie apocalypse, because the outbreak can basically only spread at less than the speed a zombie can move. If a human can outrun a zombie, you can just run outside that radius and you're safe. It will be super easy to monitor the zone where there are zombies and seal it off by destroying infrastructure and setting up military checkpoints. It's much much worse if it takes days for zombification to happen, because then a carrier has time to board a plane.
