every chapter has been like that, it prob takes more work to lighten the original text and put english on top lol. i think its just a style choice

it took roughly the same work. depend on the background, paint it all back may take extra step to cover. while text as long as there are no break in the line, selection tool can pick everything of one color with 1 click.
i think this translator/scan just stuck on the same pattern, while doing every text at once. because the text in bubble is done the same step by step here
