Not revealed yet but I would be surprised if it's simply due to them wanting a life insurance payout. The whole family lives in a mansion and they're wealthy enough to have some butlers around. The ghost that teaches him this achieved it primarily through making women climax, so it's being understood as the most reliable way to make it happen. Consent doesn't seem to matter, but it does make it easier if they're tricked/manipulated into doing it (dubcon, as it were). Women are generally stronger than men so he stands little chance of overpowering them on his own. As for whether or not the MC is a threat, chapter 2 once again in implies that the government doesn't see him as such. They literally say they can't have any students dying at the school because the government is heavily watching them. It's implied that someone, possibly the MC's father, disappeared, causing the intense scrutiny- chapter 1 says the MC's father ran off with another woman but this could be a coverup story. If the government is causing problems for the stepsister's family because of his father's disappearance, it would explain the stepsister's hostility.
People have killed for far less, but yes, it is implied there is more to it. If the father's disappearance is causing the government scrutiny, it begs the question of why? What did the father do and what's his connection to the government? Why is the scrutiny of the school bad?
