Does the university not have a fire marshal? They are testing extremely close to greenery and population. It also doesn't seem like the students were at a safe distance away from the test stand. In 2007, a hybrid engine explosion caused the death of three engineers at Scaled Composites. They should be tested far away from population and flammable shrubbery and everyone should have been at a bunker.
