LN art usually is better than manga art. Even when the artist doesn't change.
Mostly because instead of multiple drawings on a tight deadline, they just have to draw a few on a more generous deadline. Which means, more details and longer chance to brainstorm ideas.

Not always. Youjo Senki’s manga art is equally as good if not better than the LN.

Now if we’re talking anime adaptations, that’s the true mixbag. Some are cringe bad (hachinnan-tte, youjo senki), while others are a straight upgrade (isekai smartphone, konosuba)

IIRC Nina's an actual child while the two faeries are 100+ years old. So the real thing effortlessly out-cuted the fakes.

Usually: Less than always, but more than occasionally.

Reading has gotten to such a dire situation where even common words like "usually" gets mis-read. Sad times.

As for Isekai smartphone, overall the art is better in the anime but certain character designs are better in the LN and/or Manga over the anime. Konosuba though, they just threw away the very idea of a budget when making that.
