That, or the fact that she referred to him as a higher rank made the magic not work because she wasn't giving him a direct order as a subordinate or something? Either way, interested to see where this goes.

See I noticed that Victor and new guy both had black speech bubbles when they were giving orders while Hina's stayed white.

Could be that her order giving technique is shit and she never noticed because most vampires are either already inclined to obey her or hella weak.
