Only people involved know the first part of your quote text, they only know that some foreigner came around asking for their nuclear secrets.
Most people see Elf, if they can see spirits they see Old Elf, if they can see magic power Strong Elf, only other long-lived races who can see spirits or smell Apua Fruits would know he's a High Elf.
Considering the country is at war, it probably doesn't even have to be anything much more advanced than the magic tool weapons we've already seen. It's a pretty significant advantage as-is, and they don't want their enemies to get it.

Not really. They never got the chance to try that cause the guy that knows all our military tech started sprinting directly to the border.
Unless part of the magic enchanted onto it allows for the string to stay strung and not loose its tension cutting away at any prep needed to be made ahead of time with stringing it before use.
I think of it as him living in the moment. No distractions so he can remember what happens clearer. I can't do that, as walking ten feet, I go over a short list of things I need to do. I'm never "in the moment."
To be fair, it is a magically enchanted bow that he didn’t have time to dissect. It could actually be dangerous to unstring the bow without knowing how the magic work.
It works with Time Lords, so why not with High Elves?
