And while the manga didn't say, we can safely assume that the medicine is being developed in the US, because that is where most of our curent medicine came from. And everyone knows that medicine and healthcare cost in the US is super expensive, even for citizens. Recently, I read a story where a diabetic American young man died, because he couldn't affort insulin which goes to hundreds dollars a dose. He was a US citizen and a restaurant manager but still couldn't afford his medication. Also, it was mentioned in the manga that the medicine is still in development so it is a trial drug that hasn't been approved yet.
