It seems to be a common thing among serialized web mangas about childhood friends, the editors always push for some useless drama, secondary characters, and some love rival even when it was the relationship between the main characters that made it popular in the first place.
I don't think there's actually any drama, except for what's in people's heads. Granted, Tsugumi and Ibuki have great chemistry, but that can be just as friends as well. And from characters perspective: Ibuki is clearly in love with Tomo, for better and worse, and Tsugumi just spelled out that "bros before hoes" and that being accused of taking his friend's girlfriend is a major trauma to him - other than him falling for her, there is nothing pointing to him ever acting up on it.
If anything, he's an unfortunate character, because he's a good guy who works well with a girl, but they obviously won't be getting together unless she moves on from Tomo.
And with how dense Tomo is, he needs those levels of triggers to start doing something. AFAIK, we've seen no movement from him until he started to get jealous and tried to figure out what those feelings are. The only thing I'm worried about now is if Tomo, the dumbass, won't decide to start pushing Tsugumi and Ibuki together, because he feels bad for him, and he's such a people pleaser.
