Gotta remember the timeline of the story thus far. It has literally only been one month since the start of the story till now. If the "gas explosion" happened at around the mid way to "climax" point of the story (IE: day 15-22 or so) then that means there has barely been more than a week since clean up of the disaster started. Clean up of a disaster can take weeks if not months due to how many moving parts there are. So yeah they probably have barely gotten shit done in regards to clean up yet.

Well TBF, in the last but one panel he does notice the fire/explosion. But, his focus immediately shifts to the girl.

It's Ether/aether 以太. Ngl this team's translation is horrendous compared to the previous team. All the literary quotes are mistranslated and "creative liberties" were taken when they weren't warranted. Eg. In this chapter, they translated the fiat lux (let there be light) quote into where there is light there is hope.
