What is the goal of the job? If it’s to have a competent new model then Luluna is your bet. If it’s to inspire a fan base Lilysa might be a good choice. I imagine it’s not that simple either.

Lilliel is literally described as everyone’s first manga crush and waifu in setting. Series was on Shonen Jump for a long time and the spinoff was more of a middle reception series ala Boruto. Now Melia series was a huge bomb in comparison.

it was popular, but the popularity died down. This would mean older people know the character, but just call her a "classic" (even if there's a currently running side story).
Do note that this is also like the 2nd(?) comiket they went to, and they know lilysa as a cosplayer, so it's possible that the public attention she got attenting all these events ended up boosting popularity since the start of the series.

I feel like this is the point that Erika was trying to get at. From a corporate perspective, the company is hiring a cosplayer because it is good advertisement, and Lilysa has been basically a living advertisement this entire time.
