It's understandable WHY they do it. It helps show that the love the MC has for the main girl is "genuine", I.E. the MC rejected his "ideal girl" because he cares about the other girl so much. If the MC doesn't "fully" reject the new girl, it both creates easy drama and can be used to develop the MC further as they try to overcome this "understandable" flaw. Either way it's a cheap and easy way of furthering the story.

Still, as you say, it's really annoying as a new girl (who may be even better than the main girl) is introduced JUST to fail. So it often is a lot of padding "will they won't they" with only a few nuggets of interesting moments.

If drawn out too long (i.e if our protag does have sex with her) then this could spiral out of control into Romantic Drama territory very fast and honestly in this story I don't think I want to see that. The "cute factor" of this story is beginning to fade, and the artstyle really does not feel suitable for what we're probably going to be seeing.

Also checked. It is indeed a flashback. The tall girl is an ex girlfriend he dated back in college, but he now meets at work. I think Arata even tells Hino about her (that's why thete' a flashback). As for Yukishita, he kinda rejects her in the next chapter. Kinda because she somehow still gets to do something sexual but Arata stopped her midway.
