This is unfortunately common among video-game-world "sages". There, "Sage" is just a high-ranking wizard, and knowledgeable about magic, not about life. Still, Merlin is quite bad even for a sage.

Lloyd disappeared in the city, so a monster attack should be excluded. They didn't found a body, so why assume someone is dead when you got magic detection?
I still think it's a plot made by the demons to disrupt the party. @least 2 people watched him for every move he made.

Merlin only cares about herself, so she wouldn't think of such things, before reading about them on the newspaper. Even teaching Lloyd was more about her, not about him. That's why she could snatch him back so haphazardly, not giving a single damn about how it would affect his life, work, and friends. Because when the Mighty Merlin wants to do something with her disciple, the rest of the world can go screw itself as far as she's concerned. She was now seemingly shocked by the news, but in reality she's not shocked about Lloyd being consired dead, per se, she's bewildered due to an apparent shortcoming in her "perfect" plan, now that she's sending Lloyd back. The world isn't functioning as she wished, so she's annoyed by it.
