To be honest i think their relationsbip is not between equals. Even besides the fact they are not thr same species.
It feels its closer to a deity and her follower. So what happened in her eyes is almost akin to another diety just exploding her brother. It annoys her but not for much.
But for our friend crown her deity is the only thing she had left...now if the dragon had sctually decided to be a dick she might had flew way.
However she did the opposite...she gave her a space to be confortable.

Weirdly not as manipulative on purpose...but toxic as hell.
