Well,there's the answer.

It's been FOUR chapters,not including the future look we got in chapter zero,and this is the start of Miharus' journey as a soldier and an avenger,her learning in boot camp before making proper use of her skill is perfectly acceptable.

With her first recon happening up next,she'll probably get to shoot some fools,and probbaly by the 10th chapter,she'll be on regular outings,perhaps the next arc that leads into/out of chapter zero.

Closest one we have right now that's actually good is Love Bullet.
