Tsubomi majorly feels like the "mislead" character. She just hanging out with two bullies. but deep down isn't a bully, probably just wanted to avoid being the target for bullying herself.

All the psychological damage these bullies caused on Ueno can't be ignored, and as the next chapter will show, Tsubomi wasn't so innocent in her past bulling of Ueno.

With that said, having Tsubomi atone for her sins, apologizing to Ueno because she sees him as a good person instead of a training dummy loser, and defending him against the other two would not only be beneficial in helping Ueno break his programming, but it would give a low self-esteem bully some incredible character development. Tsubomi is already aware of her selfish actions and is grateful for Ueno for not only putting up with her behavior, but being the only person to confide with about her struggles to become sexually liberated so she can catch up with Kanako and Chisaki, her two best friends. I'll say that's a start in turning her current behavior around. At the very least, I can genuinely see Ueno becoming friends with Tsubomi at the end of the story. If there's a time skip with an older Ueno and Tsubomi romantically together, I wouldn't bat an eye after seeing their chemistry together. After all, it's not the first time I enjoyed reading a story about a (former) bully becoming a MC's love interest.

It's true that she has fault but she has apologized for putting up with her and even asked him nicely to accompany her, slowly she is changing and ueno also seems more comfortable with her now even joking around. And let's not kid ourselves ueno is a masochist sadly, the guy himself knows and is trying to change that to lie to himself enough to stop and who better but someone that also has room to grow together. They both are showing that they are trying to change slowly but it's happening.
