It makes sense that she doesn't like to be seen that way, especially as the leader of her clan and with how some dragons have shown to be the type that look down on weakness and specifically look for vulnerabilities to exploit. As the Silver Dragon Clan leader and as someone that technically married a human, Rossweise must honestly have a lot of pressure one her shoulders that makes it so she has to appear strong at all times.

Leon being able to show her that doesn't always have to be the case must honestly be pretty nice for her, let's just hope he doesn't say something stupid to ruin it... Might be a tall ask...

Tbf, would you be able to readily recognize leaders from other states, provinces, or even nations?

Rossweise is a leader of but one of many different dragon clans. Iirc, it's also been established that the silver dragon clan isn't among the most influential, unlike, say, the red dragon clan (it's why the one red dragon noble could afford to look arrogant in front of the Rossweise despite her position as the leader of the Silver Dragon Clan.)

On top of all of this, people can even fail to recognize celebrities if there isn't a reason for them to believe said celebrity would be where they are (among other reasons.)
