Considering that there's miasma and that nothing grows¿that guy definitely shouldn't be living nearby and likely has come to check out the mountain as people have noticed the changes. He doesn't appear to have a weapon.

I doubt Satsuki will be in any danger. I mean, the spirits are always around and can likely warn her considerably stronger companions. I wouldn't be surprised if this guy comes face to face with the ancient dragon when he'll undoubtedly spook Satsuki.

Does look like one, but doesn't look armed. Could just be a scout investigating the area, what happens after is the problem, especially if the dragon says 'hello' at the same time.

Now that would be funny. She'd treat him like a brigand upon meeting, attacking him with everything she can, but the dragon is just depressed by having such a reunion after a long time.

I think he's probably benign but there will be a great scene of him freaking the hell out when the ancient dragon arrives.
